Arkansas Insurance Commissioner Alan McClain spoke with NCCI’s Susan Donegan about issues facing insurance and workers compensation regulators.
McClain noted the governor of Arkansas issued an executive order, and the legislature later expanded state law, that defined COVID-19 as a potentially compensable occupational disease.
He emphasized the importance of worker safety and health protections, and his support for the state-based system of insurance regulation.
McClain and Donegan agreed on the importance of the “grand bargain” that forms the foundation of the workers compensation system. As an exclusive remedy for workplace injuries, the system balances the needs of labor, industry, employers, and injured workers.
