Laura Aswani joined NCCI in 2015 after earning her bachelor of science degree in actuarial science from Florida State University. Since then, she has worked in a variety of areas including experience rating, Aggregate Ratemaking, financial data quality, and Legislative Analysis.
Nadege Bernard, FCAS
Practice Leader & Senior Actuary
Nadege Berndard joined NCCI in May 2000. As a Practice Leader & Senior Actuary, she is currently responsible for the Ratemaking and Data Quality areas. Her prior responsibilities at NCCI included developing base workers compensation loss costs/rates filed in several states, managing the Class Ratemaking and Financial Data Validation areas, and leading the Reserving, Excess Loss Factors production, and Practice Management areas.
Prior to joining NCCI, she worked as a registered nurse, providing wound care to patients with many health limitations including diabetes and circulation issues.
Bernard is a graduate of Florida State University. She holds two bachelor of science degrees, one in actuarial science and a second in nursing. She is also a Fellow of the Casualty Actuarial Society.
Alana Bernardo, ACAS
Associate Actuary
Alana Bernardo joined NCCI in 2016 and has worked in multiple focus areas, including ratemaking, medical regulation and informatics, and data validation. She earned her bachelor’s degree in mathematics, with a minor in psychology, from the University of Miami.
Kirk Bitu, FCAS, MAAA, CERA
Actuary II
Kirk Bitu, Actuary II, joined NCCI in September 2014. He is currently in the Actuarial Research area of NCCI’s Actuarial and Economic Services Division.
Kirk attained a BS in Economics with a minor in Mathematics from Winona State University in Winona, Minnesota and a Masters of Business Administration degree from Saint Thomas University in Saint Paul, Minnesota. Kirk has been a Fellow of the Casualty Actuarial Society since 2006 and obtained the CERA designation.
Prior to joining NCCI, Kirk had 15 years of actuarial experience working with reinsurance brokers.
Delano Brown
Senior Actuarial Consultant
Delano Brown joined NCCI in 2003 and has worked in multiple focus areas including ratemaking, legislative analysis, actuarial research, medical regulation and informatics, and data validation.
Brown is a graduate of Florida International University with a major in statistics and a minor in actuarial science.
Ken Brown
Retired Division Executive—Regulatory Assurance
Ken Brown formerly led the department that provides a variety of business rating, classification, and underwriting services for the workers compensation market. He was responsible for the ongoing maintenance and evolution of NCCI’s
Basic Manual, the Classification System, the
Experience Rating Plan Manual, and appeals functions, as well as rule maintenance and filing.
One of the founding executives of the Texas Workers Compensation Insurance Fund, Brown served as a director and vice president, overseeing operations from start-up to maturity.
He graduated from California State University, Fullerton and the United States Air Force Officer Training School.
Amelia Carroll, ACAS, MAAA
Associate Actuary
Amelia Carroll joined NCCI in 2019 and has worked in the Legislative Analysis focus area. She is currently responsible for leading legislative analyses of medical fee schedule changes in several states.
She earned her BS degree in actuarial science with a minor in statistics from Florida State University. She is an Associate of the Casualty Actuarial Society and a member of the American Academy of Actuaries.
Raji H. Chadarevian
Executive Director—Actuarial Research
With over 30 years of experience in insurance, Raji Chadarevian currently leads a team of research actuaries and experts to provide Thought Leadership in workers compensation. Prior to this, he led the Medical Regulations and Informatics team at NCCI, making him NCCI’s primary actuarial expert on matters relating to medical data and workers compensation health informatics. Prior to 2012, he was responsible for several state rate filings in the western region.
Chadarevian is the principal author of “How Is Medical Inflation Measured? And Why Should I Care?” and “Killer Pain Relief: Opioids in Workers Compensation.” He is the principal author of “Gen Rx-The Next Generation of Medicine,” which he presented at NCCI’s virtual
Annual Issues Symposium in 2020. Most recently, he authored articles on COVID-19’s impact on medical treatment and medical inflation in workers compensation.
Chadarevian received a bachelor of science in mathematics from the University of Southern California in Los Angeles. He is the recipient of the 2020 IAIABC Award of Merit.

Patrick Coate, PhD
Sr Economist
Patrick Coate joined NCCI in 2017 in the economic research focus area. He previously worked as a research fellow at the American Institute for Economic Research and as a postdoctoral fellow at the University of Michigan Population Studies Center.
He earned a PhD in economics from Duke University and a BS in mathematics from the University of Dayton.
David Colon, ACAS, MAAA
Assistant Actuary
In over 20 years at NCCI, David Colon has worked in a variety of areas including ratemaking, legislative analysis, data quality, and research.
Currently, he leads several research projects in the legislative practice area within the Actuarial & Economic Services Division at NCCI.
Colon earned his bachelor’s degree in mathematics, with a minor in statistics, from Florida International University. He is an Associate of the Casualty Actuarial Society and a Member of the American Academy of Actuaries.
Sean Cooper, FCAS, MAAA
Practice Leader & Senior Actuary, NCCI
Sean Cooper is a practice leader and senior actuary in the Actuarial & Economic Services Division at NCCI. Cooper has nearly 30 years of experience as a property/casualty actuary and is currently in charge of the Legislative Analysis area at NCCI.
His prior responsibilities at NCCI include oversight of the reserves for the assigned risk pools, administration of NCCI’s Actuarial Committee, actuarial support for Customer Operations and Product Management, and ratemaking responsibility for several states.
Cooper holds a BS in actuarial science from Florida A&M University and is a Fellow of the Casualty Actuarial Society.
Stephen Cooper
Executive Director & Senior Economist
Stephen Cooper joined NCCI in August 2023 as Executive Director & Senior Economist, leading the Economic Research and Communications Team. The team’s research focuses on economic developments impactful to the workers compensation system, including labor market dynamics, demographics, inflation, interest rates, and state level insights to aid in ratemaking decisions.
Prior to joining NCCI, Cooper was vice president, senior economist for Hartford Investment Management Company, a subsidiary of The Hartford. In this role, he oversaw economic research developing insights to drive alpha generation for portfolio management. He was also a key consultant with external clients on key economic developments, frequently speaking at industry events.
Cooper has MA and BA degrees in economics both from Bowling Green State University.
Beverly Cordner
Manager, Practice Management
Beverly Cordner currently oversees maintaining the operational effectiveness of the AES Division, in addition to managing the administrative team. She also works on legislative pricings, requests, validation, medical reports, and research briefs on the Medical Regulations and Informatics Team.
During her 25 years at NCCI, Cordner has worked in the Practice Management, Medical Regulations and Informatics, Reserving, and Products & Results focus areas.
Prior to joining NCCI in 1995, she worked as an actuarial analyst at Tillinghast, an actuarial consulting firm, for eight years.
Cordner earned her bachelor’s degree in insurance with a concentration in actuarial science from Howard University. She also has a master’s degree in business administration with a concentration in finance from Florida Atlantic University.
Dan Corro
Senior Research Consultant
Dan Corro joined NCCI in 1979 and has worked in various departments, starting in Government Consumer and Industry Affairs, followed by a stint in Insurance Technical and Actuarial Solutions, and is currently a consultant in the Actuarial & Economic Services Division.
Corro received his undergraduate degree with majors in mathematics and philosophy from Bowdoin College and his PhD in mathematics from Yale University. In addition to many NCCI publications, Dan was co-author of “Workers’ Compensation Medical Expenditures: Price vs. Quantity” with Dave Durbin and Mike Helvacian published in
The Journal of Risk and Insurance in 1996 and “NCCI’s 2014 Excess Loss Factors” with Yen-Chieh Tseng, to appear in
Variance.
Tom Daley, ACAS, MAAA
Executive Director & Senior Actuary
Tom Daley, ACAS, MAAA, is an executive director and senior actuary at NCCI. Prior to assuming the lead role for the Actuarial Research department, Tom led the Individual Risk Rating Research activities in the Research & Development practice area. He also has state actuary responsibilities in the state of New Hampshire.
He has authored several papers published by the Casualty Actuarial Society in
Variance and the CAS
E-Forum.
Prior to joining NCCI in 1991, Tom worked for six years at Travelers Insurance Co. in Hartford, CT.
Tom received his BS degree in mathematics and actuarial science from the Pennsylvania State University.
Jim Davis, ACAS, MAAA
Executive Director & Actuary
Jim Davis joined NCCI in 1988 and has led several research initiatives on topics ranging from Social Security disability insurance to class ratemaking and, most recently, motor vehicle accidents in workers compensation.
Currently, Davis serves as NCCI’s state actuary in four states and oversees NCCI’s industry results area.
He earned his BS and MS degrees in mathematics at the University of Connecticut. He is an Associate of the Casualty Actuarial Society and a member of the American Academy of Actuaries.
John Deacon, FCAS, MAAA
Executive Director & Actuary
John Deacon joined NCCI in 2002 and has worked in a variety of areas including ratemaking, legislative analysis, and research of actuarial methods. He leads a team that performs industry reserve analysis for NCCI’s
Annual Issues Symposium (AIS). Deacon also provided expert testimony in support of NCCI rate filings in several states.
He earned his BA degree in actuarial mathematics from the University of Michigan. He is a Fellow of the Casualty Actuarial Society and a Member of the American Academy of Actuaries.
David Deitz, MD, PhD
David Deitz & Associates, LLC
Dr. David Deitz is the principal of David Deitz & Associates, a consulting firm focused on helping clients design and implement strategies to obtain high-value health outcomes for patients and employers. Dr. Deitz has 25 years of experience in managed medical care, healthcare outcomes evaluation and reporting, and utilization management systems in both workers compensation and group health.
Dr. Deitz completed post-graduate training at the University of Miami and Harvard Medical School, and is board certified in internal medicine.
Susan L. Donegan
Chief Regulatory Officer
Susan L. Donegan is Chief Regulatory Officer at the National Council on Compensation Insurance (NCCI), in Boca Raton, FL. She oversees the External & Government Affairs, Regulatory & Legislative Analysis, Residual Markets, Regulatory Business Management, and Regulatory Operations functions. Ms. Donegan and her team are responsible for developing companywide strategies to secure timely approvals of filing requests and workers compensation pricing programs in order to achieve loss costs and rate adequacy, cost containment, and residual market operating loss, and provide regulatory support.
Most recently, Ms. Donegan served as commissioner at the Vermont Department of Financial Regulation, the state agency that supervises the insurance, captive insurance, and banking and securities sectors. Her career includes various leadership positions including counsel to the Commissioner of Insurance in Massachusetts as well as positions in the private practice of law in Boston and Amsterdam.
Ms. Donegan has served on numerous insurance regulatory committees at the National Association of Insurance Commissioners and the International Association of Insurance Supervisors. She graduated from Vermont Law School with a JD and holds an LL.M. degree in banking and financial services law from Boston University School of Law and an LL.M. degree in European Union and international trade law from Amsterdam Law School at Universiteit van Amsterdam.
Bill Donnell, CPCU
President & Chief Executive Officer
Bill Donnell is President and Chief Executive Officer (CEO) of NCCI, the nation’s most experienced provider of workers compensation information, tools, and services. Under his leadership, NCCI serves nearly 40 state governments and more than 900 insurance carriers.
At NCCI, Mr. Donnell leads and oversees the delivery of the company’s core services, including gathering data, analyzing industry trends, and preparing objective insurance rate and loss cost recommendations for the workers compensation industry. These activities—together with NCCI’s research, analytical services and tools, and overall commitment to excellence—help to foster a healthy workers compensation system.

Kirt Dooley joined NCCI in 2004 and has worked in a variety of areas including ratemaking, legislative analysis, and research of actuarial methods. He has also prepared and provided expert testimony in support of NCCI rate filings in several states.

Jeff Eddinger, FCAS, MAAA
Executive Director—Regulatory, Bureau, and Media Relations
Jeff Eddinger is Executive Director—Regulatory, Bureau, and Media Relations. In his 40 years at NCCI, Mr. Eddinger has served in a wide variety of actuarial and management roles. For more than 10 years, he led NCCI's Ratemaking Division. In that capacity, he was responsible for the production and oversight of rate/loss cost filings and ratemaking research in all NCCI jurisdictions. More recently, Mr. Eddinger joined NCCI's newly formed Thought Leadership Committee. This committee is responsible for coordinating all the research and Thought Leadership materials produced and published by NCCI. In addition, as a company spokesperson, he is often responsible for representing NCCI at major insurance events and in the media.
In 2025, Mr. Eddinger assumed responsibility for managing and developing NCCI's business relationships with bureau management for non-NCCI states. Responsibilities include identification, analysis, and implementation of appropriate bureau partnering opportunities and information exchanges. He also continues to be responsible for working with national organizations, insurance carriers, insurance regulators, legislators, and other NCCI stakeholders to examine actuarial matters and study industry trends in workers compensation.
Mr. Eddinger graduated from Penn State University with a bachelor's degree in mathematics. He is a Fellow of the Casualty Actuarial Society and a Member of the American Academy of Actuaries.
Damian England, ARM
Executive Director, Affiliate Services
Damian England is Executive Director of Affiliate Services and leads a team responsible for the overall delivery of services, customer satisfaction, and relationship management with affiliated carriers.
Prior to his current leadership role, he served for 10 years as an affiliate services executive at NCCI working with affiliates to foster a healthy workers compensation system. England has a strong insurance company background gained through his experiences at companies including Kemper, Fireman's Fund, Continental, EBI, and Cigna. England's 30-plus year insurance career has its foundation in service excellence including loss control, claims, client services, and leadership.
England graduated from Purdue University with a BS in industrial/organizational management and is a graduate of Duke University’s Executive Leadership Program. He holds the Associate in Risk Management (ARM) designation.
Yariv Fadlon
Economist II
Yariv Fadlon joined NCCI as an Economist in May 2023. Prior to this, he was a faculty member at Muhlenberg College, Claremont Graduate University, and Vanderbilt University. Throughout his tenure, he taught, advised, and mentored students in economics and finance.
His research experience focuses on key labor market topics, including minimum wage, promotion dynamics, social skills, and labor market demographics. Fadlon’s research findings have been published in the
Journal of Labor Research, Economics Bulletin, LABOUR, and
Econometrics Letters.
Fadlon earned his PhD in economics from Vanderbilt University.

Kevin Fernes joined NCCI in 2016 after earning his bachelor of science degree in risk management, with a minor in statistics, from the Pennsylvania State University. He has worked in several focus areas, including Aggregate Ratemaking, Financial Data Validation, and Actuarial Communications.
Sheila Fortson, WCP®
Director, Corporate & ESG Communications
In addition to hosting NCCI’s INSIGHTS Video Edition, Sheila Fortson serves as NCCI’s Director of Corporate & ESG Communications, leading strategic communications projects, market research and social media strategy, corporate branding, and both annual and corporate responsibility reporting.
Before joining NCCI in 2017, Fortson worked as a television news reporter covering politics, business, and lifestyle news in Pennsylvania. She then transitioned to corporate public relations and communications, leading departments and strategies for large and midsize organizations.
Fortson earned her BA in broadcast journalism from Temple University and her MS in strategic communications from Florida International University. She also holds the AMCOMP Workers Compensation Professional designation and certifications in marketing from The Wharton School of the University of Pennsylvania and sustainable business strategy from Harvard University. She is also an adjunct graduate-level communications professor, teaching courses on corporate branding, executive communications, media strategy, and more.

Brett Foster currently oversees the Individual Risk Rating Research focus area within the Actuarial & Economic Services Division and chairs NCCI’s Individual Risk Rating Working Group. He is also responsible for state loss cost filings in a few states. Since joining NCCI in 2012, Foster has worked in various areas including Ratemaking and Legislative Analysis.

Coni Giordano joined NCCI in 2013. Since then, she has worked in a variety of areas including aggregate ratemaking, class ratemaking, unit and financial data quality, legislative analysis, and individual risk rating.

Donna Glenn, FCAS, MAAA
Chief Actuary
Donna Glenn leads the Actuarial & Economic Services Division, a team of 100-plus actuaries, data scientists, economists, technical talent, and support staff who deliver NCCI's rate/loss cost filings, evaluate proposed and enacted legislation, produce industry insights, and establish residual market reserves. She also oversees the development of products and tools that capture industry benchmarks and analytics and conducts market-leading research for private insurance carriers, state funds, regulators, and policymakers.
Prior to this, Ms. Glenn supported over $15B in net written premium through her experience in product management and profitability analysis at major carriers like Travelers, The Hartford, and Liberty Mutual. She has also held leadership positions in product management, pricing strategy including predictive analytics, business intelligence, and data management.
Ms. Glenn graduated from Quinnipiac College with a bachelor of science in computer science and mathematics and completed Harvard Business School's Advanced Management Program. She is a Fellow of the Casualty Actuarial Society (FCAS) and a Member of the American Academy of Actuaries (MAAA). She has served on several industry boards including the New York Compensation Insurance Rating Bureau (NYCIRB), the Pennsylvania Compensation Rating Bureau (PCRB), the Minnesota Workers' Compensation Insurers Association (MWCIA), and the Workers Compensation Research Institute (WCRI).
Ms. Glenn was recognized as a 2020 Woman to Watch by
Business Insurance magazine, celebrating her impactful leadership in the insurance industry and championing diversity. She is a dedicated mentor, empowering women and paving the way for the next generation of leaders.
Ms. Glenn serves as vice chair of the board for United Way of Palm Beach County and chairs its fundraising council. She is also a board member of IMPACT 100—a women-led nonprofit organization supporting the local community.
Amanda Glish, FCAS, MAAA

Amanda Glish joined NCCI in 2016. During her tenure, she has worked in a variety of areas including Ratemaking, Data Quality, Analytics, and research of actuarial methods. Currently, she serves as NCCI’s Actuarial Communications Focus Lead.
Prior to joining NCCI, Glish worked in personal lines pricing for a private insurance company.
She graduated from the University of Wisconsin–Stevens Point with a BS degree in mathematics and economics. She is a Fellow of the Casualty Actuarial Society and a Member of the American Academy of Actuaries.
Paul Hendrick, FCAS
Practice Leader & Sr. Actuary
After four years with Sigma Consulting Group, Paul Hendrick joined NCCI in 2017 and is currently the leader of the Regulatory Partner Production practice area. He is also responsible for NCCI’s South Carolina loss cost filing.
Hendrick earned his BA in mathematics and classical studies from Vanderbilt University and his MA in mathematics from the University of South Carolina. He is a Fellow of the Casualty Actuarial Society.
Leonard F. Herk, PhD
Senior Research Consultant
Leonard Herk is senior research consultant at NCCI and focus lead for Economic Research. His research has involved risk measurement and the cost of capital in the context of ratemaking, the effects of the Affordable Care Act, and interstate variations in medical treatment for workers compensation claims.
Before joining NCCI in 2013, Herk worked at several investment funds in New York, specializing in event-driven investing and private equity. Prior to that, he taught economics as a faculty member at Florida State, Tulane, Johns Hopkins, and Columbia Universities. He has been published in the
Journal of Economic Theory and the
RAND Journal of Economics.
Herk holds a PhD in economics from the University of Virginia and an MS in computational finance from Carnegie Mellon University.
Dawn Ingham, CPCU, ARM, WCP
State Relations Executive
Dawn Ingham, State Relations Executive, is responsible for NCCI’s regulatory and legislative affairs, including rate/loss cost filings, legislative pricings, rule and form filings, appeals mechanisms, and residual market issues.
Since joining NCCI in 1995, Ms. Ingham has worked in various departments, including Customer Operations, Residual Markets, Regulatory Assurance, and State Relations.
Ms. Ingham graduated from Florida Atlantic University with BBA degrees in finance and accounting. In addition, she is designated as a Chartered Property Casualty Underwriter (CPCU), an Associate in Risk Management (ARM), and a Workers Compensation Professional (WCP).
Todd Johnson
Senior State Relations Executive
Todd Johnson, Senior State Relations Executive, is responsible for NCCI’s regulatory and legislative affairs, including rate/loss cost filings, legislative pricings, rule and form filings, appeals mechanisms, and residual market issues.
Prior to joining NCCI in 2017, Mr. Johnson served as the director of workers compensation for a national third party administrator specializing in public entities. He was also with a national carrier for 10 years, most recently as the vice president/managing director for all workers compensation residual market servicing carrier operations. Additionally, he managed the workers compensation claims operation for a reinsurance company for 17 years, providing oversight of all licensed carriers, public entities, and self-insured companies.
Mr. Johnson received his BA in law, criminology, and deviant behavior from the University of Minnesota. He is a Chartered Property Casualty Underwriter (CPCU), is designated as a Workers Compensation Professional (WCP), and has held several leadership positions in industry trade groups.

Division Executive—Regulatory & Legislative Analysis
Laura is responsible for managing the Regulatory & Legislative Analysis Department, which monitors all workers compensation-related legislation and regulations around the country. She also researches and writes about trending and emerging workers compensation issues nationwide.
Prior to joining NCCI in 2011, Ms. Kersey worked for the American Insurance Association (AIA), first as counsel in AIA’s law department and then as assistant vice president for government relations in its Northeast regional office.
She earned her BA in psychology from the University of Tennessee and her JD from George Washington University Law School.
Sandra Kipust, FCAS, MAAA
Senior Practice Leader and Actuary
Sandra Kipust is a Senior Practice Leader and Actuary at NCCI, where she drives strategic communications and leads initiatives that shape industry understanding of workers compensation. She leads a high-performing team that develops industry insights and market analytics delivering value to stakeholders across the workers compensation landscape.
With over two decades of experience in the insurance industry, Kipust previously served as senior vice president at Guy Carpenter, where she led analytics for the Workers Compensation Center of Excellence. Earlier, she was senior managing actuary at Liberty Mutual, spearheading pricing strategy for small business commercial lines.
Kipust chairs NCCI’s Actuarial Committee, and the internal Thought Leadership Committee, which drives strategic innovation and communication within the organization. She is a Fellow of the Casualty Actuarial Society (FCAS) and holds the Chartered Property Casualty Underwriter (CPCU) designation.
Katherine Leveen, FCAS, MAAA
Executive Director—Data Science
Katherine Leveen leads the Analytics area, responsible for delivering data driven solutions to NCCI’s stakeholders. She joined NCCI in 2011. Prior responsibilities include state loss cost filing work, ratemaking research, and production of Excess Loss Factors.
Leveen graduated from the University of Florida with a BS degree in statistics and finance. She is a Fellow of the Casualty Actuarial Society and a Member of the American Academy of Actuaries.
Adam Levell
Senior Counsel
Adam Levell, Senior Counsel in NCCI’s Legal Division, joined NCCI in 2011. He provides legal support across several broad areas of the organization, including government affairs, regulatory and legislative analysis, data resources, actuarial legislative pricing, and privacy. He also helped develop and leads the Legal Division’s Thought Leadership initiatives such as publishing Court Case Updates and is regularly involved in cross-divisional Thought Leadership efforts.
Prior to joining NCCI, Levell was in private law practice in Illinois and was corporate counsel for a wireless telecommunications consulting firm in Chicago. He completed his undergraduate degree at the University of Michigan, Ann Arbor, and received his JD from Wayne State University Law School.
Levell is a member of the Illinois and Colorado* bars. He also holds a Workers Compensation Professional (WCP) designation from the American Society of Workers’ Compensation Professionals.

Barry Lipton, FCAS, MAAA
Practice Leader & Senior Actuary
Barry Lipton leads NCCI’s research and presents regularly before insurance industry groups on critical issues such as medical cost drivers, developments in NCCI’s actuarial methodology, and current workers compensation trends.
Before joining NCCI, Lipton worked for the Fireman’s Fund Insurance Company as vice president and as an actuary in the claims division. He has extensive experience as a commercial lines pricing actuary, including workers compensation, liability, and property insurance.
Bryanna Lum, ACAS, MAAA
Associate Actuary
Associate Actuary Bryanna Lum joined NCCI in 2017and currently works in the Analytics and Reserving focus areas. She previously worked in the Medical Data and Analysis and Unit Data Quality focus areas.
Lum earned her BS degree in mathematics and a certificate in actuarial science from Florida Atlantic University. She is an Associate of the Casualty Actuarial Society and a Member of the American Academy of Actuaries.
Vicky Mayen, FCAS, MAAA
Director and Actuary
Vicky Mayen’s current responsibilities include ratemaking, legislative analysis, and actuarial coordination with independent bureaus and Affiliate Services. In past roles, Mayen worked in reserving and medical fee pricings.
Mayen is a Fellow of the Casualty Actuarial Society and a Member of the American Academy of Actuaries. She earned her BA degree in Latin American studies from Yale University and an MS degree in mathematics from the University of Miami.
Jorge Martin
Actuarial Consultant
Jorge Martin has worked at NCCI since 2010 and is currently an actuarial consultant in NCCI’s Actuarial & Economic Services Division. Martin has worked on several aggregate rate and loss cost filings and served as the financial data quality team lead. He presently works in the Indemnity Legislative and Reserving practice areas. Martin has a bachelor’s in actuarial science from Florida State University.
Cliff Merritt
Executive Director, Residual Markets
Cliff Merritt, senior division executive—Residual Markets, is responsible for administering the workers compensation residual market reinsurance pools and assigned risk plans approved in NCCI states.
He was previously NCCI’s director of reinsurance responsible for coordinating NCCI’s resources as administrator of workers compensation residual market reinsurance pools for various states. He also oversaw the servicing carrier indemnification and premium collections processes.
In addition to his 30-plus years of residual market experience with NCCI, Merritt served as vice president and chief financial officer for a workers compensation insurance carrier. He was also the chief operating officer for a commercial litigation law firm that specialized in workers compensation premium fraud litigation.
Merritt graduated from William Paterson University (formerly William Paterson College of New Jersey).
Mark Mileusnic, AIS, RPLU
Chief Customer Operations Officer
Mark Mileusnic joined NCCI in 2006 to lead its Customer Operations Division as the primary point of contact for NCCI’s customers. He and his team are responsible for delivering tools, information, and services to carriers, state funds, self-insurers, and agents.
Prior to joining NCCI, Mileusnic spent 20 years with the Chubb Group of Insurance Companies in a variety of management positions around the world, including postings to Europe, the Asia Pacific region, and India, where he established and ran company operations.
He graduated from Purdue University with a BS degree in business management and marketing. He has also attended the University of Michigan’s Global Program for Management Development, Harvard Business School’s Leadership Best Practices, and the University of Chicago’s Strategic Business Leadership program. Mileusnic holds designations as an Associate in Insurance Services (AIS) and as a Registered Professional Liability Underwriter (RPLU).
Brittni Moore, ACAS, MAAA

Brittni Moore joined NCCI in 2016 after receiving her bachelor of science degree in actuarial science from Florida State University. She has worked in a variety of areas including ratemaking, data quality, and actuarial research.
Moore currently serves as a lead for aggregate ratemaking and as a team lead for products and results. She is an Associate of the Casualty Actuarial Society and a Member of the American Academy of Actuaries.
Robert Moss, ACAS, MAAA
Actuary II
Robert Moss is responsible for state rate filings in five states. He also has responsibilities within the areas responsible for legislative research and pricing of legislative proposals.
Prior to joining NCCI in 2002, Moss worked for several reinsurance organizations, including Odyssey Reinsurance and Munich-American Reinsurance. Moss is a graduate of St. John’s University School of Risk Management (formerly The College of Insurance).
Anae Myers, ACAS, MAAA
Director & Actuary
Anae Myers, Director & Actuary, earned her PhD in pure mathematics from Florida Atlantic University, where her research focused on norm inequalities in harmonic analysis. She first joined NCCI in 2012 and returned in 2020 to apply her mathematical training to research opportunities across the organization. She currently oversees the Individual Risk Rating research area and chairs the Individual Risk Rating Working Group (IRRWG) at NCCI.
Myers, an Associate of the Casualty Actuarial Society, remains active in the mathematics community and is passionate about mentoring students in the field.
Kim Neugent, ACAS, MAAA
Associate Actuary
Kim Neugent joined NCCI in 2011. As an Associate Actuary, she's project lead for the Aggregate Ratemaking Team and the Legislative Analysis Team. Before joining NCCI, she worked as an actuarial analyst for a property/casualty insurance holding company in South Florida.
Neugent earned her bachelor of science degree in actuarial science from Florida State University. She is an Associate of the Casualty Actuarial Society and a Member of the American Academy of Actuaries.
Katherine Norris, ACAS, MAAA

Katherine Norris joined NCCI in 2021 and has worked in the Legislative Analysis focus area. She earned her bachelor's degree in statistics, with a minor in actuarial science, from the University of Florida.
Gerald Ordoyne, AU-M, AIDA
Director, Experience Rating
Gerald Ordoyne joined NCCI in 1996 and has worked in a variety of roles within the Experience Rating Department and the Program Management Office. He is currently leading the department responsible for calculating more than 1.1 million experience rating modification factors for over 700,000 individual risks annually. Experience Rating also reviews information pertaining to changes in ownership for risks and determining the appropriate use of historical experience in future experience rating modification calculations.
Ordoyne graduated from Georgia Tech with a bachelor of science in applied mathematics.
Cristine Pike, WCP®
Director, Public Relations & Communications
Cristine Pike is the Director of Public Relations and Communications and currently oversees NCCI’s Media Relations program. She also leads the Content Team for
Annual Issues Symposium, the promotion of Thought Leadership, the advancement of our experts in the industry, and other strategic initiatives.
Pike joined NCCI in 2005 and has diversified experience in event management, production and project leadership, and website management.
Pike received her BBA from the Goizueta Business School at Emory University, with a double major in marketing and communications and a minor in Spanish. She recently joined the Emory Executive Education program with a focus on leadership communications. She also holds the AMCOMP Workers’ Compensation Professional designation.

Shani Racine, CPCU, WCP®
Director, Data Standards & Education
Shani Racine is the director of Data Standards & Education. She is responsible for the oversight of statistical plans, including coordinating data requirements, data communications, product management, and training that impacts data reporting.
Racine has more than 20 years of experience in the insurance industry and is a designated Chartered Property and Casualty Underwriter and Workers Compensation Professional. She serves as chair of NCCI’s Data Collection Procedures (DCP) Subcommittee, represents NCCI in various data-related industry forums, and holds key leadership roles in many industry organizations.
Prior to joining NCCI, she worked in both personal and commercial lines agencies, where she earned property/casualty and life and health insurance licenses.
Racine earned her bachelor of science degree from the University of Florida.
Tracy Ryan, FCAS
President and Chief Executive Officer
Tracy Ryan is President and Chief Executive Officer (CEO) of NCCI, the nation’s most experienced provider of workers compensation information, tools, and services. Under her leadership, NCCI serves nearly 40 state governments and more than 900 insurance carriers.
At NCCI, Ryan leads and oversees the delivery of the company’s core services, including gathering data, analyzing industry trends, and preparing objective insurance rate and loss cost recommendations for the workers compensation industry. These activities—together with NCCI’s research, analytical services and tools, and overall commitment to excellence—help to foster a healthy workers compensation system.
Her 30-plus years of domestic and global insurance experience include executive responsibility for business strategy, customer service, claims management, actuarial oversight, financial management, employee engagement, and strong advocacy for inclusive leadership. She most recently served as president and CEO of Allianz Commercial, North America and Latin America. She also held multiple leadership positions during her 27 years with Liberty Mutual Insurance, including most recently as president of global risk solutions, North America.
Ryan received a BS degree in mathematics from Fairfield University and a master of arts in mathematics from the University of Colorado Boulder. She is a member of the Casualty Actuarial Society and a former board member for WCRI and NCCI, where she was Board Chair from 2016–2018.
Fawn Racicot, ACAS, MAAA
Former Associate Actuary
Fawn Racicot began working at NCCI in 2011. She formerly served as a team lead for the legislative team and a project lead on the ratemaking team. Racicot previously worked as an actuarial consultant for Vision Financial Corporation in New Hampshire.
She holds a Bachelor of Science degree in mathematics from Columbus State University. In addition, she is an Associate of the Casualty Actuarial Society and a Member of the American Academy of Actuaries.
Francesco Renna, PhD
Economist
Economist Francesco Renna joined NCCI’s economic research focus group in 2021. Prior to joining NCCI, he was an associate professor at the University of Akron and a visiting professor at Cleveland State University.
Mr. Renna earned both his MA and PhD in economics from the University of Arizona.
John Robertson, FCAS, MAAA
Retired Executive Director & Senior Actuary
John Robertson formerly served as an executive director and senior actuary at NCCI, where he led research projects. Prior to joining NCCI in 2003, he worked for a reinsurance company, two insurance carriers, and as a consultant.
Robertson earned his AB degree at Harvard College and his MA degree at the University of California, both in mathematics. He is a Fellow of the Casualty Actuarial Society and a Member of the American Academy of Actuaries.
Thomas A. Robinson, J.D., M.Div.
Tom Robinson received his B.A. cum laude in both economics and history in 1973 from Wake Forest University, his J.D. in 1976 from Wake Forest University School of Law, where he served as managing editor of the
Wake Forest Law Review, and his M.Div. in 1989 from Duke University Divinity School. From 1976 to 1986, Robinson was in private practice, where he focused on workers compensation defense work.
From 1987 to 1993, he was Senior Research and Writing Assistant to Arthur Larson, emeritus professor of law at Duke University Law School. Since 1993, Robinson has been the primary research writer for
Larson's Workers' Compensation Law (17 vols., LexisNexis) and
Larson's Workers' Compensation Desk Edition (3 vols., LexisNexis). In 2015, Robinson was named coauthor of both publications. He is also coauthor of
Workers' Compensation Law: Cases, Materials, and Text (Carolina Academic Press). Each year Robinson also serves as contributing author or editor of more than a dozen other workers compensation publications.
Robinson is also the author of more than 1,400 short pieces on workers compensation and employment law. His annual “Bizarre Comp Cases” article published each January on his blog site,
www.workcompwriter.com, has been featured on National Public Radio. Robinson has lectured widely on workers compensation issues.
Matt Schutz, ACAS, MAAA

Matt Schutz joined the company in 1998 and has since contributed to various focus areas including Ratemaking, Legislative Analysis, and Actuarial Research. He holds a bachelor of science degree in mathematics from Florida Atlantic University. Schutz is an Associate of the Casualty Actuarial Society and a member of the American Academy of Actuaries.
Casan Scott, PhD
Senior Data Scientist
Casan Scott, Senior Data Scientist, joined NCCI in January 2022. He is currently in the Analytics area of NCCI’s Actuarial & Economic Services Division.
Scott earned his PhD in environmental science from Baylor University. Prior to joining NCCI, he was a data scientist and research analyst for four years within the Department of Defense. He has published more than 20 peer-reviewed research papers on topics ranging from aquatic toxicology to musculoskeletal injuries in the military.
Jon Sinclair, FCAS, MAAA
Director & Actuary
Director & Actuary Jon Sinclair joined NCCI in 2018. He currently leads the Medical Data and Analysis focus area.
Prior to joining NCCI, he worked in reinsurance pricing at Aon plc for five years. Sinclair earned his BS degree in mathematics from the University of Central Florida. He is a Fellow of the Casualty Actuarial Society and a Member of the American Academy of Actuaries.
Thomas J. Sheppard

Thomas J. Sheppard formerly served as an actuarial consultant at NCCI. He joined the company in 1987, and has led projects in multiple focus areas including ratemaking, legislative analysis, actuarial research, and actuarial systems. He is a University of Florida graduate with a master’s degree in mathematics.

Chun Shyong joined the company in 1980 and has worked in multiple focus areas including reserving, economics, actuarial research. She is a graduate of Queens College, CUNY with a major in mathematics and a minor in economics.
Maria Snow, FIDM, AIDA, CYB
Executive Director, Data Resources
Maria Snow is Executive Director of Data Resources, leading data and strategy planning, collection, governance, validation, communication, stewardship, and compliance. The departments she leads have primary responsibility for making data available for use in NCCI products and services. Her functions include developing and maintaining NCCI’s data compliance programs as well as data provider technical support. She is the business owner of NCCI’s data reporting tools—including deployment of new and enhanced customer-facing data reporting options.
She joined NCCI in 1995 and has held several management positions focused on data management. Before joining NCCI, Snow worked for Aetna Property and Casualty as a technical data analyst in actuarial information support and as a data analyst at Commonwealth Land Title Insurance.
Snow is a board member of the Insurance Data Management Association.
She graduated from the University of Hartford with a bachelor of science degree in mathematics and computer science. She completed her Associate in Insurance Data Analytics (AIDA) designation and Managing Cyber Risk Certificate (CYB) in 2019 and was awarded the Fellow in Insurance Data Management (FIDM) in 2020.
Bruce Spidell, FCAS, MAAA, AIAF, ARC, CCP
Assistant Actuary
Bruce Spidell is NCCI’s Actuarial Committee liaison. He is also responsible for overseeing legislation pricing and the preparation of loss cost filings in several states.
Following stints at Chubb & Son, Inc., and Crum & Forster Insurance, Spidell began working at NCCI in 1987 as the Southern region actuary, responsible for securing regulatory approval for rate filings in 11 states. He left the insurance world in 2000 to teach high school mathematics and returned to NCCI in 2011.
Spidell is a graduate of Montclair State University.
Emily Spiteri, ACAS, MAAA

Emily Spiteri joined NCCI in 2018 and has worked in a variety of areas including Class Ratemaking, Aggregate Ratemaking, Data Quality, and Actuarial Communications.

Brian Stein, FCAS, MAAA

Brian Stein joined NCCI in 2014. During his tenure, he has worked in a variety of focus areas including Aggregate Ratemaking, Data Quality, Actuarial Communications, and Individual Risk Rating Research. He is a co-author of the paper, "D-Ratios and Credibility in Experience Rating" published in
Variance, a peer-reviewed actuarial journal. He is also responsible for NCCI loss cost filings in several states.
Stein earned his BS degree in actuarial science from Florida State University. He is a fellow of the Casualty Actuarial Society and a Member of the American Academy of Actuaries.
Marisa Steinberg

Marisa Steinberg joined NCCI in 2022 and works on state rate and loss cost filings within the Aggregate Ratemaking and Data Quality focus areas. She has a bachelor’s degree in actuarial science. Prior to joining NCCI, Steinberg worked in data processing.
Yuchen Su, FCAS, CSPA, MAAA, AIDA, MBA
Actuary II
Yuchen Su is a Research Actuary at NCCI. Recent projects include studies of experience rating, hazard groups, and medical claims. Prior to joining NCCI, Su led teams at Travelers and Liberty Mutual that developed and implemented predictive models for major commercial and specialty lines. Previously, she worked on predictive models for personal lines at State Farm, Progressive, and the Hanover.
Su earned a bachelor’s degree in engineering from the University of Science and Technology of China, an MS from the University of Iowa, and EMBA from Columbia University. She became a Fellow of the Casualty Actuarial Society in 2006.

Kathy Thompson joined NCCI in 2018 and currently works in the Class Ratemaking, Aggregate Ratemaking, and Class Assurance areas. Prior to joining NCCI, she worked in personal and commercial lines pricing roles, commercial reserving and, most recently, in innovation product pricing for auto- and home-sharing.

Carla Townsend, WCP
Executive Director State Relations
Carla Townsend, Executive Director State Relations, is responsible for managing NCCI's state relations executives. The State Relations Team is responsible for NCCI's regulatory and legislative affairs, including rate/loss cost filings, legislative pricings, rule and form filings, appeals mechanisms, and residual market issues.
Prior to joining NCCI in 2015, Ms. Townsend worked at the Travelers Insurance Company for 19 years, where she held various positions in underwriting and operations management in the workers compensation insurance residual market division.
Ms. Townsend received a BA in psychology from the University of Missouri-St. Louis and is designated as a Certified Workers Compensation Professional, WCP.
Yen-Chieh Tseng, FCAS
Actuary I
Yen-Chieh Tseng leads a team of actuaries for retrospective rating research. Since joining NCCI in 2005, he has worked in a number of areas including Ratemaking, Data Quality, and individual risk rating research. He is a co-author of the paper, “NCCI’s 2014 Excess Loss Factors” published in Variance, a peer-reviewed actuarial journal.
He graduated from the University of Chicago with bachelor’s degrees in mathematics, economics, and physics. He is a Fellow of the Casualty Actuarial Society and a Member of the American Academy of Actuaries.
Tim Tucker, WCP
Executive Director—Legislative & Government Affairs
Tim Tucker, Executive Director—Legislative & Government Affairs in the Regulatory Division of NCCI, represents NCCI before Congress and federal agencies by providing insights and information on the impact of legislative and regulatory initiatives on the workers compensation system.
Mr. Tucker most recently served in various leadership and government relations roles with the National Conference of Insurance Legislators (NCOIL), the Independent Insurance Agents and Brokers of America (IIABA), and the National Association of Professional Employer Organizations (NAPEO).
Mr. Tucker earned his master’s in public administration from the State University of New York at Brockport and a bachelor of arts in communication management from the University of Dayton. He is also designated as a Workers Compensation Professional (WCP).
Gustav Van Rooyen
Senior Actuarial Analyst
After two years with Liberty Mutual, Senior Actuarial Analyst Gustav Van Rooyen joined NCCI in 2020. He currently works in the organization’s Legislative Analysis focus area as well as the Medical Regulation and Informatics area.
Van Rooyen earned his bachelor of science in business administration degree in finance, with a minor in math, from the University of Miami.

Ryan Voll joined NCCI in 2014 and has worked in a variety of areas including legislative analysis, reserving, class ratemaking, Unit data quality, and on the actuarial programming team. He earned his bachelor of science degree in finance, with a minor in actuarial science, from the University of Florida and is an Associate of the Casualty Actuarial Society and a Member of the American Academy of Actuaries.
Carrie Wang, FCAS

Carrie Wang joined NCCI in 2017. She has worked in a variety of areas including Excess Loss Factors, Class Ratemaking, unit Data Quality, and Actuarial Research.
She earned master of science degrees in statistics from American University and in economics from Illinois State University. She is a Fellow of the Casualty Actuarial Society.
Mitch Wiemer, FCAS, MAAA

Mitch Wiemer joined NCCI in 2018 and has worked in the reserving, legislative analysis, and ratemaking focus areas.
Wiemer earned his BBA in both actuarial science and risk management and insurance, with a minor in computer sciences, from the University of Wisconsin—Madison. He is a Fellow of the Casualty Actuarial Society and a Member of the American Academy of Actuaries.
Victor Wong, ACAS, MAAA

Victor Wong joined NCCI in 2010 and has worked in multiple focus areas including ratemaking, legislative analysis, actuarial research, medical regulation and informatics, and data validation.
Wong earned his BA in mathematics and BS in electrical engineering from the University of California, San Diego, and his MA in mathematics from the University of Colorado. He is an Associate of the Casualty Actuarial Society and a Member of the American Academy of Actuaries.

Brad Rosin, FCAS, MAAA, Director and Actuary, joined NCCI in 2011 and has worked in a variety of areas, including Ratemaking, Legislative Analysis, and research of actuarial methods. He serves as focus lead for ratemaking research and as a state actuary responsible for Arizona, Idaho, and Utah.

Geena Baldi is an Assistant Actuary at NCCI, where she curates the content and communications for the

Annual Insights Symposium. With over a decade of experience, Baldi has worked in Actuarial Communications, Class Ratemaking, and Unit Data Quality. Before joining NCCI in 2015, she worked at GEICO overseeing pricing and reserving for private passenger auto products.
Baldi earned her BS in applied mathematics with minors in statistics and finance from the Rochester Institute of Technology. She is an associate of the Casualty Actuary Society and a Member of the American Academy of Actuaries.
