Policy and Proof of Coverage (POC) Data Resources

The Policy and POC Data Resources page provides key information to carriers on POC requirements by state and POC translation rules.

Data providers use NCCI’s Policy and POC Reporting Guidebook for reporting Policy Data to NCCI in the Workers Compensation Insurance Organizations (WCIO) Workers Compensation Policy Specifications (WCPOLS). NCCI generates POC data from the reported Policy Data to provide POC service to 38 jurisdictions, which all apply different POC reporting requirements.

POC State Guide

The POC State Guide provides state contact information, timeliness requirements, and any state-specific processing rules. As a POC service provider, NCCI provides information to carriers on POC reporting guidelines.

POC Data Element Requirements Chart

Each NCCI POC state that receives POC data determines which data elements are required. The POC Data Element Requirements Chart provides a list of data elements that are required, conditional, or optional for each POC state.

IAIABC POC Triplicate Codes

For POC states that receive the IAIABC format, NCCI uses three two-digit codes known as triplicate codes that describe the purpose (first two digits), the type (second two digits), and the reason (last two digits) for each POC transaction. The IAIABC triplicate codes are determined when NCCI translates the WCPOLS data and sends the POC data to the POC states.

Name and Address Standardization

NCCI’s Name Standardization process was created to assist POC administrators in searching for compounded employer names. The Address Standardization process was implemented to avoid extraneous (nonaddress) information in POC data. The Address Standardization process uses the standards set by the US Postal Service. Refer to the US Postal Service rules. Below are links to NCCI’s Name Standardization rules:

PEO Resources

NCCI generally defines a PEO, also known as an employee leasing company, as an entity or group of entities that provides the services of its workers to its client(s) through a PEO arrangement for a fee pursuant to an agreement, written or otherwise. State workers compensation statutes and regulations determine whether the PEO/employee leasing company (the entity providing the services) or the client company (the entity receiving the services) is the employer of record for leased workers.

For PEO Policy Data reporting, there are state-specific requirements on the types of PEO policies that can be written. When carriers report Policy Data, carriers must identify the type of PEO or employee leasing policy and report the PEO/Employee Leasing Policy Type Code in the Header Record (Record Type Code 01).
