Financial Call Requirement Changes
Elimination of Florida Call #20—Policy Year Large Deductible and Call #21—Calendar-Accident Year Large Deductible
Florida’s Financial Call #20 and Call #21 have been eliminated as of valuation dates December 31, 2023, and subsequent. No historical corrections or updates are required for prior valuations.
Extraordinary Loss Event (ELE) Catastrophe Code 12—Claims Attributable to COVID-19 (Coronavirus) Pandemic
For Call #31—Large Loss and Catastrophe and Call #33—Virginia Coal Mine Large Loss and Catastrophe, the accident end date for ELE Catastrophe Code 12 has been established as June 30, 2023, except for Florida.
Valuation December 31, 2023, is the final year for newly reported ELE Catastrophe Code 12 claims. Existing ELE Catastrophe Code 12 claims currently reported on Call #31 and Call #33 must continue to be reported on a going-forward basis.
For Florida, claims attributable to the COVID-19 (coronavirus) Pandemic with Accident Dates of December 1, 2019, and subsequent, must continue to be reported. At this time, the ending accident date has not yet been established for Florida.
Financial Data Collection (FDC) Tool—New Message Center
Released in December 2023, the
FDC tool was enhanced with the new Message Center. If you have “update access” to the
FDC tool, this feature allows you to receive, review, reply, and monitor your Financial Call data inquiries within the
FDC tool. If you have only “view access” to the
FDC tool, you can review but not reply to these inquiries.
Financial Call Data Inquiries and New Message Center
Financial Call data inquiries are generated after all Financial Calls are submitted for further validation review. For the 2024 Financial Call reporting season and beyond, the communication and carrier responses to these inquiries will transition to the new Message Center and will no longer be delivered and managed through emails.
With the initial release, you will be able to access and preview the Message Center using the
FDC tool menu.
When Financial Call data inquiries are generated in the new Message Center, an email alert will be sent to notify you that inquiries are awaiting your review and response.

Financial Call Edits Subject to Aggregate Data Quality Incentive Program (ADQIP)
Starting with valuation December 31, 2023, additional Financial Call edits related to Defense and Cost Containment Expense and Call #19—Accident Year Countrywide Loss Adjustment Expense will be included in the
ADQIP program.
Edits that are subject to
ADQIP are identified in the edit matrix with a “Yes” in column H and are found in Part 10-A-1-c—Accessing the Edit Matrices in the
Financial Call Reporting Guidebook.
