Voluntary Coverage Assistance Program
(VCAP® Service) is available in most NCCI Workers Compensation Insurance Plan states. This program helps producers and employers find voluntary workers compensation coverage. It depopulates the Residual Market by redirecting opportunities for employers' coverage to voluntary market insurers that generally provide coverage at a lower cost.
VCAP® Service is provided at no charge to participating producers and voluntary coverage providers.
This service offers multiple benefits to its users and the workers compensation system by:
- Slowing the repopulation of the Residual Market and potentially reducing operating losses for the industry
- Providing producers and employers with expanded access to the Voluntary Market
- Expanding voluntary coverage providers' pool of potential insureds that meet their specified underwriting criteria
- Delivering real-time electronic notification of potential applicants to the producers and to participating voluntary coverage providers with matching criteria
- Offering a streamlined system for submitting electronic, mail-in, and phone-in applications through
RMAPS® Service
Noting all reasonable offers of voluntary coverage as defined in the Workers Compensation Insurance Plan must be accepted.
The following minimum eligibility requirements are needed for voluntary market insurers to participate in NCCI's
VCAP®Service:
- Participate in the Plan as a National Workers Compensation Reinsurance Association member or as a residual market assigned carrier**
- Be licensed to write workers compensation and employers liability insurance in the state in which NCCI's
VCAP®Service has been approved
- Have a minimum of a B+ financial rating as published by A.M. Best
- Agree to
VCAP®Service contractual arrangements and/or procedures established by NCCI and/or the Plan Administrator
