The Defense Base Act (DBA) is specialized foreign workers compensation coverage for employees working outside of the United States. It is not written as part of a standard workers compensation policy. Since this DBA data is not reported in the standard WCPOLS format, NCCI is accepting the data in a special federally approved format. Once received by NCCI, the data is sent to the US DOL Division of Longshore and Harbor Workers’ Compensation (DLHWC). Insurers that report this data to NCCI must not report directly to the US DOL.
NCCI provides key coverage information to the United States Department of Labor (US DOL) Office of Workers’ Compensation Programs as the authorized Data Collection Organization (DCO).
