Heidi Mangum, WCP®
Plan Administration Manager, Residual Markets, NCCI

Heidi Mangum is currently Plan Administration Manager. She is primarily responsible for oversight of the Servicing Carrier bid process and residual market data publications. She also assists in planning and implementing NCCI's Residual Market Forum and is a residual market subject matter expert.

Since joining NCCI in 1988, Mangum has served in several operational roles in Bid Administration, Plan Administration, Assigned Risk, Data Management, Actuarial & Economic Services, and Experience Rating.

She earned her bachelor of business administration degree from Florida Atlantic University, majoring in management with a minor in economics. She currently holds the WCP® insurance designation.

 
Brian Mourer, CPCU, WCP®
Executive Director—Residual Markets, NCCI​

Brian Mourer, Executive Director—Residual Markets, is responsible for administering the assigned risk plans and reinsurance pools approved in NCCI states.

He has more than 22 years of experience working in all areas of residual markets at NCCI.

Previously, Mourer was NCCI's director of plan administration, director of reinsurance, and a reinsurance consultant in Pool Administration, as well as manager of assigned risk application processing in the Assigned Risk Department.

Prior to his career at NCCI, he spent time in the banking and financial planning industries.

Mourer graduated from the University of Florida. He currently holds the CPCU and WCP® insurance designations.

 
Crissy Parmer, ARe, WCP®
Director of Reinsurance, Residual Markets, NCCI

Crissy Parmer is the Director of Reinsurance in Pool Administration. Her responsibility is managing the administrative functions of the workers compensation residual market reinsurance pools for various states. She oversees a team primarily responsible for processing Servicing Carrier indemnification requests and premium collections reporting.

Parmer previously held positions as a reinsurance consultant in Pool Administration and various accounting and financial analyst roles in the Residual Market Accounting and Financial Analysis Department, as well as an underwriting analyst in the Assigned Risk Department at NCCI.

Parmer graduated from Florida State University with a bachelor of science degree in finance and received an master of business administration degree from Florida Atlantic University.

 
Dawn Johnson
Director of Carrier Audit Services, NCCI

Dawn Johnson is currently Director of Carrier Audit Services. Her primary responsibilities are providing leadership, technical skills, and managing the department to ensure Servicing Carriers comply with their obligations to the National Workers Compensation Reinsurance Pool, state workers compensation reinsurance pools, and governmental regulators.

She was previously a manager in Carrier Audit Services at NCCI, where her primary responsibilities were planning, organizing, and conducting operational and reinsurance audits on evaluating Servicing Carriers to assess their compliance with established performance standards, statutory requirements, and reasonable business practices related to handling policy and claim files as they relate to NCCI's Assigned Carrier Performance Standards.

Johnson has more than 25 years of experience in the insurance industry working as a claims adjuster in various insurance lines including medical malpractice, long-term disability, and workers compensation. She holds a 6-20 all-lines adjuster license in Florida. Johnson has a bachelor's degree in business management from Hofstra University.

 
Tracy Skelton, CPCU
Senior Business Analyst, NCCI

Tracy Skelton, CPCU, is a Senior Business Analyst at NCCI on the Assigned Risk Systems Support Team. In her role, she leads efforts to maintain and enhance the Residual Market Application Processing System and related platforms, ensuring a seamless and efficient application-to-binder experience for customers. She joined NCCI in 2021 after earning her bachelor's degree in economics from Florida Atlantic University. In 2024, she completed the Chartered Property Casualty Underwriter designation, reflecting her commitment to professional growth and deepening her expertise in the insurance industry. Skelton is passionate about the intersection of technology and business strategy, with a particular interest in how artificial intelligence can transform risk assessment and operational decision-making.

 
Veruschka Zachtshinsky, CPCU, ARC, WCP®
WC Infrastructure Consultant, Disputes, NCCI

Veruschka Zachtshinsky, CPCU, ARC, WCP®, is a WC Infrastructure Consultant at NCCI with over 25 years in the insurance industry. She is responsible for helping policyholders resolve disputes with their workers compensation carriers.

Zachtshinsky graduated from Florida Atlantic University. She is also a Chartered Property Casualty Underwriter and member of the CPCU Society.

 
Dr. John Howard, MD, MPH, JD, LL.M., MBA
Director of the National Institute for Occupational Safety and Health (NIOSH) and Administrator of the World Trade Center Health Program in the Us Department of Health and Human Services

John Howard, MD, MPH, JD, LL.M ., MBA, serves as the Director of the National Institute for Occupational Safety and Health and the Administrator of the World Trade Center Health Program in the US Department of Health and Human Services in Washington, DC. Dr. Howard oversees NIOSH's research activities focused on the study of worker safety and health and moving that research into practice to help empower employers and workers to create safe and healthy workplaces.

He is also the Administrator of the World Trade Center (WTC) Health Program, where he leads a federal healthcare program that provides high-quality, compassionate medical monitoring and treatment for WTC-related conditions to those directly affected by the September 11, 2001, terrorist attacks in New York, at the Pentagon, and in Shanksville, Pennsylvania.

Dr. Howard served as Director of NIOSH from 2002 through 2008 and again from 2009 to 2015. He was reappointed to a third six-year term in 2015 and a fourth six-year term in 2021. Prior to his appointment as director of NIOSH, Dr. Howard served as Chief of the Division of Occupational Safety and Health in the California Department of Industrial Relations, Labor and Workforce Development Agency from 1991 through 2002.

He received his doctor of medicine from Loyola University of Chicago, his master of public health from the Harvard School of Public Health, his doctor of law from the University of California at Los Angeles, his master of law in administrative law and his master of business administration in healthcare management from George Washington University.

Dr. Howard is board certified in internal medicine and occupational medicine. He is admitted to the practice of medicine and law in California and the District of Columbia and he is a member US Supreme Court bar. He has written numerous articles on occupational health law and policy and serves as a professorial lecturer in environmental and occupational health in the Milken Institute School of Public Health at George Washington University.

 
Samantha McLeod, FCAS, MAAA
Executive Director and Actuary, NCCI

Samantha McLeod leads the actuarial team responsible for calculating and setting reserves for the residual market reinsurance pools in NCCI states. She is also the state actuary for Arizona overseeing the annual rate filing.

McLeod graduated from Florida Atlantic University with a master's in mathematics and applied statistics. She is a Fellow in the Casualty Actuarial Society and a Member of the American Academy of Actuaries.

 
Mari Villalta
Actuarial Consultant, NCCI

Mari Villalta, Actuarial Consultant, joined NCCI in 2018 and has worked in a variety of areas including Aggregate and Class Ratemaking, Financial and Unit Data Quality, Actuarial Communications, and Economic Research. She earned her bachelor of science degree in actuarial science and statistics—with minors in business and mathematics—from Florida State University.

 
Yuchen Su, FCAS, CSPA, AIDA, MBA
Actuary II, NCCI

Yuchen Su is a Research Actuary at NCCI. Recent projects include studies of experience rating, hazard groups, and medical claims. Prior to joining NCCI, Su led teams at Travelers and Liberty Mutual that developed and implemented predictive models for major commercial and specialty lines. Previously, she worked on predictive models for personal lines at State Farm, Progressive, and the Hanover.

Su earned a bachelor’s degree in engineering from the University of Science and Technology of China, an MS from the University of Iowa, and EMBA from Columbia University. She became a Fellow of the Casualty Actuarial Society in 2006.

 
Brett Foster, FCAS, MAAA
Executive Director and Actuary, NCCI

Brett Foster currently leads NCCI's Actuarial Communications area and oversees actuarial analysis in some states where NCCI provides ratemaking services. Over his tenure at NCCI, Foster has developed deep expertise in workers compensation topics, including class and aggregate ratemaking, experience rating, excess loss pricing, and legislative analysis. His prior roles include leading NCCI's Aggregate Ratemaking area and chairing the Individual Risk Rating Working Group.

He graduated from Missouri State University with a BS degree in mathematics and economics. He is a Fellow of the Casualty Actuary Society and a Member of the American Academy of Actuaries.

 
Stephen Cooper
Executive Director and Senior Economist, NCCI

Stephen Cooper joined NCCI in August 2023 as Executive Director and Senior Economist, leading the Economic Research and Communications Team. The team's research focuses on economic developments impactful to the workers compensation system, including labor market dynamics, demographics, inflation, interest rates, and state level insights to aid in ratemaking decisions.

Prior to joining NCCI, Cooper was vice president, senior economist for Hartford Investment Management Company, a subsidiary of The Hartford. In this role, he oversaw economic research developing insights to drive alpha generation for portfolio management. He was also a key consultant with external clients on key economic developments, frequently speaking at industry events.

Cooper has master’s and bachelor’s degrees in economics both from Bowling Green State University.

 
Patrick Coate, PhD
Senior Economist, NCCI

Patrick Coate joined NCCI in 2017 in the economic research focus area. He previously worked as a research fellow at the American Institute for Economic Research and as a postdoctoral fellow at the University of Michigan Population Studies Center.

He earned a PhD in economics from Duke University and a BS in mathematics from the University of Dayton.

 
Matt Schutz, ACAS, MAAA
Assistant Actuary, NCCI

Matt Schutz joined the company in 1998 and has since contributed to various focus areas including Ratemaking, Legislative Analysis, and Actuarial Research. He holds a bachelor of science degree in mathematics from Florida Atlantic University. Schutz is an Associate of the Casualty Actuarial Society and a member of the American Academy of Actuaries.
