POC Timeliness Reporting Requirements |
Transaction Received Date | Maine does not recognize NCCI’s Received Date. The Received Date is determined by the date the file was placed on the state’s FTP mailbox for the accepted transaction. |
Policies | Must be filed within 30 days after the Policy Effective Date. Maine does not accept POC Notices. |
Cancellations | Must be filed 30 or more days prior to the Cancellation Effective Date. |
Reinstatements | Due within 5 days after the Reinstatement Effective Date. |
Nonrenewals | Maine is not a continuous coverage state. Nonrenewals are not required for POC—the Policy Expiration Date is recognized by the Maine Workers' Compensation Board. Per the state’s request, nonrenewal transactions are not sent through POC. |
POC Data Reporting Requirements |
Data Elements: -
State Unemployment Number—An Employer Account Number (EAN), formerly called an Unemployment Insurance Account Number/Code (UIAN), is required for all employers having a location or employees in Maine. For new policies where the employer is a new entity, the EAN may not be known at the time of submission. In this instance, there is a default number 0000000002. Also, if an employer in the state of Maine is not required to pay unemployment compensation, a nonprofit for example, the default UIAN is 0000000003.

State Unemployment Number—If the EAN number is unavailable after trying to get the number from the employer, please email the Maine WCB at
EDI.WCB@maine.gov. The request should contain the name, address, FEIN, and policy number of the employer.

Industry Code—A valid 2012, 2017, or 2022 North American Industry Classification System (NAICS) code must be reported.

Address Reporting: - A valid address is required for all employers with a location in Maine.
- When there is no physical location in the state, Maine will accept Employer Names linked to:
- Address Type 6—No Physical Location or an Address Type 2—Location of Operations with an Out-of-State Address reported with State Code Link 18
- The out-of-state address is preferred.
State Processing Exceptions: - Maine provides additional error codes on the IAIABC Coverage Provider Error and Reject Reports to assist in correcting errors. The
Maine IAIABC Code Reference Table (PDF) contains the code descriptions.

POC Penalties & Appeals |
POC Fines | The state fines $100 for each late-filed POC reporting violation. |
Appeals | Appeals for penalty must be filed with the state within two weeks from the date of the fine notice. |
