As Senior State Relations Executive, Todd Johnson is responsible for NCCI's regulatory and legislative affairs, including rate/loss cost filings, rule and form filings, legislative impact analyses, and residual market issues. He supports the Pacific Northwest states of Montana, Idaho, Utah, Alaska, Washington, Wyoming, and Oregon.
Prior to joining NCCI in 2017, Johnson was director of workers compensation for a national third party administrator specializing in public entities. He was also managing director for all residual market servicing carrier operations with a national WC carrier. Additionally, he led claim operations for a workers compensation reinsurance company, providing oversight of all licensed carriers, public entities, and self-insured companies.
Johnson received his BA in law, criminology, and deviant behavior from the University of Minnesota. He is a Chartered Property Casualty Underwriter (CPCU), a designated Workers Compensation Professional (WCP), and has held several leadership positions in industry trade groups.
