Justin Moulton, Senior State Relations Executive, is responsible for NCCI’s regulatory and legislative affairs, including rate/loss cost filings, legislative pricings, rule and form filings, appeals mechanisms, and residual market issues.
Prior to joining NCCI in 2017, Mr. Moulton worked at the Travelers Insurance Company for 19 years where he held various roles, most recently serving as a senior regulatory director for its state and bureau regulatory affairs team.
Mr. Moulton earned his BS in business administration from Babson College. He is also designated as a Chartered Property Casualty Underwriter (CPCU), a Workers Compensation Professional (WCP), an Associate in Regulation and Compliance (ARC), and an Associate in Reinsurance (ARe).
