Carla Townsend, Executive Director State Relations, Executive Director State Relations, is responsible for managing NCCI's state relations executives. The State Relations Team is responsible for NCCI's regulatory and legislative affairs, including rate/loss cost filings, legislative pricings, rule and form filings, appeals mechanisms, and residual market issues.
Prior to joining NCCI in 2015, Ms. Townsend worked at the Travelers Insurance Company for 19 years, where she held various positions in underwriting and operations management in the workers compensation insurance residual market division.
Ms. Townsend received a BA in psychology from the University of Missouri-St. Louis and is designated as a Certified Workers Compensation Professional, WCP.
