BOCA RATON, Fla. (October 20, 2016)—The nation's most comprehensive source of workers compensation insurance information, NCCI, is pleased to announce that Susan Donegan has joined the company as the new chief regulatory services officer. Ms. Donegan, who assumed the position on
September 19, succeeds Helen Westervelt, who announced her retirement in January of this year. Westervelt remained at NCCI through the end of September to ensure a smooth transition.
Ms. Donegan and her team are responsible for developing companywide strategies to secure timely approvals of filing requests and workers compensation pricing programs in order to achieve corporate goals relating to loss costs adequacy, cost containment, residual market operating loss, Workers Compensation Insurance Plan filings, and regulatory customer satisfaction.
Most recently, Ms. Donegan served as the commissioner at the Vermont Department of Financial Regulation, the state agency that supervises the insurance, captive insurance, banking and securities sectors in Vermont. Her career includes various leadership positions including counsel to the commissioner of insurance in Massachusetts and positions in the private practice of law in Boston and Amsterdam.
She has served on numerous insurance regulatory committees at the National Association of Insurance Commissioners (NAIC) and the International Association of Insurance Supervisors. She was a member of the executive committees of both those organizations and held other committee leadership positions. Ms. Donegan is a featured speaker and has written various publications.
Ms. Donegan graduated from Vermont Law School with a JD and holds two L.L.M. master’s degrees—one in banking and financial services law and the other in European Union and international trade law.
