May 14, 2025 (ORLANDO, FL)—NCCI Holdings, Inc. (NCCI) held its Annual Meeting in Orlando, FL. At the meeting, the organization announced Cina Welch as its newly elected Board Chair. Welch replaces Richard W. Lavey, Executive Vice President, Chief Operating Officer of The Hanover Insurance Group.

She has provided valuable insight and perspective since joining NCCI's Board and we look forward to her continued leadership," said Tracy Ryan, NCCI President and CEO. "I would also like to extend our gratitude to Dick for his service and dedication to NCCI and the workers compensation system."
Welch is President and Chief Executive Officer of FCCI Insurance Group. She joined FCCI in 1998 and steadily advanced through leadership roles in claims, legal, and audit. In June 2020, after serving as general counsel, she was appointed to her current role.
The newly elected members serving on NCCI's 2025 Board of Directors are:

- Kristie Paskvan, formerly of Mesirow Financial Holdings, Inc
- Raymond Voelker, formerly of The Progressive Corporation
The reelected former regulator director is:
- Susan Voss, former Iowa Insurance Commissioner and past NAIC President
Tracy Ryan, as President and CEO of NCCI, is a standing member of the Board and does not require reelection.
