If you are an insurance carrier licensed or authorized to write workers compensation insurance in the voluntary market in those states that have approved NCCI's Workers Compensation Insurance Plan (WCIP)* or in Delaware or New Jersey, you must also participate in the involuntary market. You can do that by either becoming a member in the National Workers Compensation Reinsurance Association NFP (NWCRA) or a direct assignment carrier. (Note: Some states only permit the Association Member option and do not allow for direct assignment carriers.)
*These states include AK, AL, AR, AZ, CT, DC, GA, IA, ID, IL, KS, NH, NV, OK, OR, SC, SD, TN, VA, VT, and WV.
Subscription to the NWCRA NFP Bylaws is the exclusive means by which an insurance carrier becomes a member in the NWCRA NFP. An Association Member shares in the operating results for each state in which it participates in the Association pooling mechanism through a quota share reinsurance arrangement with other Association Member companies.
If you are licensed or authorized to write workers compensation insurance in states that have approved NCCI's WCIP or in Delaware or New Jersey, and have opted to fulfill your residual market obligation by participating in the NWCRA NFP, please launch and print the NWCRA NFP Bylaws and Forms applicable to the state(s) in which you are licensed. (See below.) The four forms listed below (attached in PDF) must be completed, signed, and returned to NCCI:

The NWCRA Bylaws replace all previously effective versions of the NWCRA Bylaws and NWCRP Articles of Agreements as governance documents for the NWCRP reinsurance pooling mechanism in all states, including those in which reinsurance has been discontinued and are in runoff status.
