SCOPE Code 5551 applies to roofing activities of all kinds with the exception of roofing activities described in the latter portion of this scope. Types of roofing work contemplated by this classification include work on roofs that may be flat, sloped or built-up. In addition, no distinction is made between materials used in the roofing process, which may include hot tar, hot or cold composition material including polyurethane foams or resins and concrete aggregates, metal, shingle, slate, tile or paper. The inclusion of all kinds of roofing under Code 5551 is based on the conclusion that roofing companies generally engage in various kinds of roofing using their labor crews interchangeably. Further, the roofing industry represents a clearly defined homogeneous contracting group.
Code 5551 is also applied to waterproofing operations when performed on roofs, insulation of roofs and the installation of roof decks made of composition planks and tiles.
This code is applied to new roof installations as well as to the repair of roofs and includes drivers[ ___ ]. As Code 5551 excludes yard or storage facility employees, Code 8227 is available for division of payroll for roofers who maintain a permanent yard.[ ___ ]
This classification is also applicable to the pressure washing of roofs, to remove moss, mildew or debris, and to the incidental replacement of worn or damaged roofing materials. This procedure usually involves the use of a vehicle equipped with a tank (to hold water) and a small engine to generate higher pressure. The tank will be filled with water and the engine will generate high pressure.
Operators will start at the peak of the roof and direct the nozzle spray slightly in front of their feet. As the roof is cleaned, the work will proceed toward the lower edge of the roof. After cleaning, worn or damaged portions of the roofing material will be replaced. After the roof has completely dried, a preservative (or anti-moss) treatment will generally be applied from a hand-held, self-contained sprayer of the two to five gallon variety—similar to the type used to spray flowers or shrubs.
Roofing work is not assigned to Code 5551 under the following conditions:
When all of the carpentry work in connection with the construction of detached dwellings, or dwellings three stories or less, is performed by employees of the same contractor, roofing work at these sites performed by employees of the same contractor is assigned to the appropriate carpentry code: Codes 5645 or 5651. This exception to the "roofing—all kinds" phraseology is based on the fact that a roof is an integral part of a dwelling that may be under construction.
In addition, roofing on "Quonset" type buildings of the curved metal type is assigned to Code 5538 due to the fact that there is no distinction between the sides and the roof (a continuous curve).
