PHRASEOLOGY  IRON OR STEEL—ERECTION—NOC

(N/A TX)

Description:

Code 5057 applies to employers that perform iron or steel work not otherwise classified in the manual. The classification is confined principally to groundwork where no structural operations are involved. It applies to raising supporting beams and trusses on walls of masonry or concrete construction where such beams do not constitute a part of the steel structure.

It includes setting up iron or steel tanks that rest on the ground, similar to those found on tank farms operated by the petroleum industry. It also includes the erection of cylindrical tanks not resting on steel supporting framework—the type common to industrial plants and fuel and oil dealers. Code 5057 also applies to iron or steel work in connection with the installation of lock gates, blast furnaces, windmills, outside railings, and coal chutes and the placement of iron or steel fronts as alterations to existing buildings.

Welding operations, whether performed by principal or specialist contractors, are considered incidental to the main iron or steel work and should be classified on the same basis as such work.

Code 5057 is also assigned to iron or steel work in connection with building raising or moving operations. When no separation of payroll exists, the payroll for the entire building raising or moving operation must be assigned to Code 5703 or the highest rated classification applicable, whichever is greater.

Special Conditions:

Extra-Territorial Classification Guidelines:

The following material was developed by NCCI to be used as a guide by auditors and underwriters in the determination of premium for contracting (construction employers) with extra-territorial employments where no company guidelines have been established for this purpose. Construction classifications are indicated by the addition of a construction code symbol ( • ) next to the classification code number.

1.

Payroll of employees of contractors who have their place of business in a given state and operate also in adjoining states and who are constantly crossing state lines, but usually return to their homes each night, must be assigned to their headquarters’ state. Example: Contractors such as electricians, plumbers, carpet layers, etc.

2.

The payroll for construction project managers, executives, or superintendents who may visit a job but who are not in direct charge of a job must be assigned to the state in which their headquarters are located.

3.

There are contractors who maintain a permanent staff of employees and superintendents. If any of these employees or superintendents are assigned to a job that is located in a state other than their headquarters’ state, either for the duration of the job or any portion thereof, their payroll must be assigned to the highest rated of either the state in which the job is located or the headquarters’ state.

4.

The payroll of employees who are hired for a specific job project must be assigned to the state in which the job is located.

When a portion of the operations of an employer is insured in a monopolistic state fund, consider the special rules and requirements that may exist in such cases.

Related Operations Not Classified to Code 5057:

Certain Code 5057 operations are designated as “not otherwise classified” (NOC). These NOC operations apply to an employer only when no other classification more specifically describes the employer’s operations. The following is a representative list of operations somewhat related in nature to Code 5057 operations that are not assigned to Code 5057.

6400• Fence Installation and Repair—Metal, Vinyl, Wood, or Prefabricated Concrete Panel Fence Installed by Hand

5059• Iron or Steel—Erection—Frame Structures Not Over Two Stories in Height
5535• Sheet Metal Work—Installation & Drivers

In addition to this representative list, review sources such as the alphabetical index in this manual to determine whether a classification other than Code 5057 or a classification other than a classification on the above list applies to the operations being reviewed for classification purposes.
