The State of the Residual Market
An overview of residual market operating results and other highlights regarding the state of the residual market.
Regulator and Assigned Carrier Forums
Separate breakout sessions will be held for both regulators and assigned carriers with other residual market stakeholders. Each forum will address topics that are of interest to the target audience.
NCCI’s Actuarial & Economic Services Division will provide an analysis of residual market data, including any recent shifts and potential implications.

NCCI will announce more details, including key stakeholder networking opportunities and additional sessions, including Thought Leadership, updates, and expert discussions. Topics may include, but are not limited to, those submitted by attendees in advance of the meeting.
Program attendance at RMF 2023 is mandatory for all potential new and existing servicing carriers to meet their precertification and certification requirements.
RMF 2023 will benefit carriers, regulatory, and bureau staff and others involved in residual market such as:
- Financial or data reporting
- Auditing/loss prevention
- Claims handling
Servicing Carrier Selection Process States
States scheduled to conduct the NCCI servicing carrier selection process in 2023 include: Alaska, Delaware, Iowa, Idaho, Indiana, Nevada, and West Virginia.
