Brett J. Barratt, Senior State Relations Executive, is responsible for NCCI’s regulatory and legislative affairs, including rate/loss cost filings, legislative pricings, rule and form filings, appeals mechanisms, and residual market issues.
Prior to joining NCCI in 2018, Mr. Barratt most recently served as deputy insurance commissioner at the Utah Department of Insurance. He also worked for the Nevada Division of Insurance for seven years and was the Nevada Commissioner of Insurance.
Additionally, Mr. Barratt participated as a senior-level regulator within the National Association of Insurance Commissioners as well as with various insurance groups on a broad range of insurance issues across multiple lines.
Mr. Barratt graduated cum laude with a JD degree from Michigan State University College of Law and earned his BA in international business from Westminster College in Utah.
