NCCI’s Atlas Initiative continues to modernize our content with the transformation of two additional manuals:
- NCCI’s Electronic Transmission User’s Guide, and
- NCCI’s Filing Guide for Rates and Forms.
Changes to the Electronic Transmission User’s Guide
NCCI’s Electronic Transmission User’s Guide—our first transformed data manual using NCCI’s new writing standards—is restructured and reorganized with the needs of data providers in mind. The Electronic Transmission User’s Guide begins broadly with general file and submission information applicable across all data types and then transitions to specific data type content. Other key changes to the manual include:
- combining all data reports and outbound data file information into a single section by data type
- adding references throughout the manual to connect content within and across manuals
- detailing file submission and retrieval workflows by data type for clarity and improved categorization, and
- replacing the global table for file submission with specific tables by data type.

This sample page shows the restructured content for the topic Unit Statistical Data submissions. The new structure includes improved titling and a consistent format for improved navigation.
Changes to NCCI’s Filing Guide for Rates and Forms (Filing Guide)
To provide you with answers that are current, direct, and easy to find, we began the Filing Guide manual transformation by adding content from the national manual to each individual state manual, such as (1) Introduction, (2) Filing procedures, and (3) Reference tables. Additional key changes to the manual include:
- providing state Filing methods and Filing fees topics
- detailing the steps companies need to complete a SERFF submission
- creating a topic to explain how companies respond to Statistical Plan filings, and
- detailing the steps to explain how companies respond to loss cost and rate filings, rule filings, and policy forms and endorsements.
